The tape image files have been compressed with bzip2.
Why bzip2? Because it results in much better compression than the more common gzip (or zip). For instance, for the total collection of tape images on this page, bzip2 compressed images are 21% smaller than gzip compressed images.
Since bzip2 is open-source software, there are already executables for many platforms, and if you can't find one for yours, you can always compile it yourself.
Contributions in John Wilson's tape image file format are preferred, but I'll try to deal with other formats as needed.
If you software to contribute, but you don't have a way to read your old 9-track tapes or DECtapes, please consider making the tapes available for loan.
